WATER/SEWER SERVICES

The Town of Middleburg provides public water and sewer services for properties located within the Town's corporate limits.  Service charges are billed for a two month period (January, March, May, July, September and November), with payments being due within thirty (30) days of the date of billing.  The Town offers a budget billing program for those on a fixed or limited income.  For more information on the budget billing program or if you have any questions regarding your utility bill, please contact the Town Treasurer at (540) 687-5152 or treasurer@middleburgva.gov.

REAL ESTATE & PERSONAL PROPERTY TAXES:

UTILITIES: 

IMPORTANT DATES TO REMEMBER:


UTILITY BILLS DUE:  15th of every other month


REAL ESTATE TAX:  Effective 2019, Town real estate tax bills will be consolidated with the Loudoun County tax bill.


PERSONAL PROPERTY TAX (excluding vehicles):  December 5th.  Effective 2020, Town personal property tax bills will be consolidated with the Loudoun County tax bill.


MOTOR VEHICLE LICENSE FEE:  Effective 2020, the motor vehicle license fee will be consolidated with Loudoun County's personal property tax bills.  Vehicle stickers (aka decals) are no longer being issued by the Town. 


MEALS TAX (restaurants):  20th of each month


LODGING TAX (hotels, inns, bed & breakfasts, short-term rentals):  quarterly on the 20th of the month

The Town Treasurer is an appointed position.  The Treasurer's responsibilities include collecting, depositing and investing Town revenue; managing Town financial records; payroll & benefits; accounts payable; utility billing; and assisting with the annual budget and audit. 


Tina Staples is currently serving as the Interim Town Treasurer. 

VEHICLE LICENSE FEE

The Town of Middlebug imposes an annual vehicle license fee of twenty-five dollars ($25) on all automobiles, motorcycles, trucks, trailiers, semi-trailers and any other motor vehicle registered in the Town's corporate limits.  Effective 2020, this fee will be collected by Loudoun County as a part of the consolidated personal property tax bill.  

OTHER TAXES:

BUSINESS LICENSE TAXES

Every business and profession engaging in business within Middleburg's corporate limits is required to obtain an annual business license per Town Code Chapter 97, Article I. 





TEMPORARY BUSINESS LICENSE

Vendors who participate in a limited community event or limited church event, as defined in Town Code Chapter 97, are required to obtain a temporary business license.  The fee is $10/day.  





​ITINERANT VENDORS LICENSE

Itinerant vendors or peddlers who engage in temporary or transient business in the Town (period of less than one year) are required to obtain an itinerant vendors license.  The fee is $500. 





MEALS TAX

Every restaurant located within the corporate limits is required to collect a meal tax on behalf of and remit to the Town of Middleburg per Town Code Chapter 97, Article VII.





TRANSIENT OCCUPANCY TAX (LODGING TAX)

Every hotel (as defined in the Town Code) is required to collect a transient lodging tax on behalf of and remit it to the Town of Middleburg per Town Code Chapter 97, Article VIII.


CIGARETTE TAX

The Town of Middleburg has imposed a cigarette tax of $.55 per package of cigarettes sold within the Town.  Merchants are required to collect the cigarette tax and remit it to the Northern Virginia Cigarette Tax Board per Town Code Chapter 97, Article X.

Town of Middleburg, VA

The Town of Middleburg imposes a real estate tax on properties located within its corporate limits.  The Town's real property tax rate is $.153 per $100 of assessed value, which is in addition to Loudoun County's real estate tax. Assessments are made by the Loudoun County Department of Financial Services. EFFECTIVE 2019, MIDDLEBURG'S REAL ESTATE TAXES WILL BE CONSOLIDATED WITH LOUDOUN COUNTY'S REAL PROPERTY TAX BILLS.  As such, inquiries and payments regarding consolidated bills should be made to Loudoun County.  Inquiries and payments for real property tax bills issued prior to that time should be directed to the Town Treasurer at (540) 687-5152 or treasurer@middleburgva.gov.


A personal property tax is assessed on business' furniture, fixtures and tools at a rate of $1.00 per $100 of assessed value, which is in addition to Loudoun County's personal property tax.  (Note:  The Town Council suspended the personal property tax on vehicles in effective January 1, 1998, but owners of vehicles within the Town limits must still pay Loudoun County's personal property tax on vehicles.) Assessments are made by the Loudoun County Department of Financial Services.
