ABOUT COUNCIL MEETINGS:


Unless otherwise scheduled, the Town Council meets in regular meeting on the second and fourth Thursdays of each month and in work session and special meetings as needed.  The Council meetings are held in the Town Hall Council Chambers, located at 10 W. Marshall Street.  Meetings generally begin at 6:00 p.m.

PUBLIC COMMENT PERIOD
Individuals or groups wishing to speak during a regular Council meeting shall be recognized by the Mayor during the Public Comment section of the meeting.  Groups wishing to make a presentation are encouraged to submit a written request to the Town Clerk by noon on the Friday prior to the regular meeting date.  Public comments are for the purpose of allowing members of the public to present any Town business related matter, which in their opinion, deserves the attention of the Council.  Public comments shall be accepted for a maximum of 30 minutes during the meeting.

PLACING ITEMS ON A COUNCIL AGENDA
Any member of the public may request that an item be placed on a meeting agenda by contacting the Town Clerk at least 7 days prior to the meeting.  Items that are based on a statutory requirement will be automatically placed on the agenda.  Requests for items that do not have a statutory requirement may only be added to the agenda if the Mayor or a member of Council agrees to sponsor such request.







TOWN CLERK


The Town Clerk's position is a Charter position that serves at the pleasure of the Town Council and is responsible for preparing the agendas and minutes for Council meetings; attending all meetings of the Council; drafting ordinances, resolutions, proclamations and Town policies; serving as the liaison between the public and the Council; special projects; and, other duties as assigned.   The Town Clerk also attends and creates minutes for other Town regulatory committees. The Town Clerk is the FOIA Officer and Records Manager for Middleburg.  


Rhonda S. North, MMC, has served as the Town Clerk since July of 2007.  She has 30 years of local government experience.  Mrs. North joined 245 other municipal clerks worldwide in 2002 to earn the designation of Master Municipal Clerk (MMC) from the International Institute of Municipal Clerks.  She served as President, Vice President and Secretary for the Region III Virginia Municipal Clerks Association in the 1990's and was named Clerk of the Year by the Region III Association in 1999.  Mrs. North has been married to her husband, Steve, since 1990.  They reside in Warren County.

CONFLICT OF INTERESTS


Periodically, elected or appointed officials with the Town may find themselves in a position of representing an outside organization before the Town government.  As such, they may have a conflict of interest as defined under the Virginia Conflict of Interests Act.  Whenever a member finds that he/she has a conflict, it is recommended that he/she file a conflict disclosure form with the Town Clerk as soon as possible.
