Water & Sewer Service
The Town of Middleburg provides public water and sewer services for properties located within the Town’s corporate limits. The Town’s utility system is operated by Inboden Environmental Services, Inc.

Service Application
The Town of Middleburg requires water and sewer service consumers to apply for an account prior to activation.
Property Owners
Water & Sewer Service Application - Property Owners
Property owners are required to register for water and sewer service upon taking ownership of the property. A $35 administrative fee and a copy of applicant photo id is required with the service application.
Owners who rent or lease their property, may require their tenant to apply for water and sewer service. Per Town Code § 113-30, property owners are ultimately responsible for any unpaid water and sewer service bills incurred and left unpaid by their tenants.
Tenants
Water & Sewer Service Application - Tenants
Tenants who are required by the landlord/property owner to apply for water and sewer service, must complete the application with the landlord/property owner’s signature. A copy of the applicant’s photo id, $35 administrative fee, and a deposit equal to the property’s previous (3) months service must be submitted with the application. To obtain the deposit amount, please contact the Town Office by phone or email.
Service Finalization
Prior to vacating the property, property owners and renters/lessees are required to contact the Town Office to provide a move-out date and a new mailing address for the final bill.
Renter/Lessee deposits are applied to the final bill upon vacating the property. Any remaining deposit after application, is refunded. If there is a remaining balance due after applying the deposit, a final bill will be mailed to the tenant accordingly.
Billing
Water and sewer service billing periods are consisted of two months and are billed bimonthly. Bills are due within 30 calendar days from the bill print date.

Budget Billing
The Town offers a budget billing program for those on a fixed or limited income. For more information on the budget billing program or if you have any questions regarding your utility bill, please contact the Town Office.
Payments
Water and sewer bill payments are accepted in-office, by mail, and online. Debit and credit card payments are only accepted online and a convenience fee is applied to each transaction. Electronic check payment (eCheck) is also accepted online and does not have a convenience fee.
If water service interruption is pending or has occurred, please contact the Town Office at 540-687-5152 or by email to advise us of your payment as the payment will not be posted to your account until the next business day. You must provide your confirmation number in order to avoid service interruption or have service restored.
